Learning & Development Manager (Legal / Regulated Environment)
Location: Blackburn, Lancashire
Salary: £45,000 – £55,000 (depending on experience)
Job Type: Full-time (37.5 hours per week)

  
About the Role

We are working with a fast-growing legal services organisation in Blackburn who are looking for an experienced Learning & Development Manager to take full ownership of their internal training function.

This is a brilliant opportunity for an ambitious L&D professional to shape, build and lead the learning strategy from the ground up within a regulated environment.You will be responsible for developing capability across the business from onboarding and early careers through to experienced fee earners – ensuring colleagues have the skills, confidence, and regulatory knowledge to deliver outstanding client outcomes.

  
What You’ll Be Doing
  • Designing and delivering engaging, structured training programmes across the business
  • Leading onboarding and induction pathways to get new starters competent quickly.
  • Building competency frameworks and clear progression routes
  • Embedding key regulatory training including SRA Standards, FCA Consumer Duty, AML, data protection, and complaints handling
  • Collaborating with leaders to identify skills gaps and shape targeted development plans
  • Coaching managers and supporting a culture of continuous learning
  • Maintaining accurate training records to ensure full compliance and audit readiness
  • Measuring and reporting on training impact to senior leadership
  • Supporting systems and technology adoption across the business
  
What We’re Looking For
  • Proven experience in an L&D or training role within a regulated environment (legal, financial services, claims or similar)
  • Strong understanding of regulatory frameworks (SRA / FCA exposure highly desirable)
  • Experience delivering structured training programmes end-to-end.
  • Confident facilitator, coach, and communicator
  • Able to simplify complex regulatory or technical content into engaging learning.
  • Highly organised and comfortable working independently in a standalone role
  • CIPD Level 5 (or above) in L&D desirable
